It is not a bug, for early Dynax Mahjong games they always do the same.

Is it only the dora indicator that is not counted towards the total of 4 for each tile, or could I, for example, have 5 of the same tile in my hand?

I don't think it's just "early" Dynax mahjong games: my second example is from 1998.

In general maajan rule, there are 4 tiles per each picture.
Dora indicator is chosen from "undealt" wall tiles, therefore 5 tiles never appear.

I am aware that that is how it works when playing mahjong with the sort of tiles you can hold in your hand, as opposed to playing on a computer.

What I meant to ask is this: in these Dynax games, can five of the same tile appear, not counting dora indicators? For instance, if I see two "east" tiles in my opponent's discards, then if I throw (Japanese: kiru) another "east" tile, can I be sure that my opponent will not then say "pon"?

Yes, that is the problem.

Usually if the opponent discarded two tiles, the tile should be "safe". No more Pon nor Ron (it will be a violation).

I'll ask the driver author about it.

I asked the driver author about this, and 99.9% an original bug, 0.1% a Z80 bug.
