Summary 06353: blandia: Clouds in Irriana stage should scroll instead of being static
Description This issue was notified in a different way in 00861 and said was fixed. However now the clouds don't move in 0.176 but on the real machine the clouds should scroll towards left (Only the landscape doesn't move).
Here are two videos show how the background should look like.

1. Blandia run on a real arcade board. Find it at 5:20.


2. Blandia event in a game centre in Tokyo. Find it at 1:00.

Is this reported behavior considered a heavy regression? If it is not then this report is invalid per Rules and Guidelines.

MAME states the following when launching
"THE VIDEO EMULATION IS NOT 100% ACCURATE"

Rules and Guidelines

We don't accept reports for games with specific flags. When you start MAME, if there is a problem with a particular set, you will be given a screen which lists the problems out that you must type "OK" to. Based on the message(s), posting a new bug is not desired.

    "THIS GAME DOES NOT WORK PROPERLY" - Do not submit ANY bugs except heavy regression.
    "THE SOUND EMULATION IS NOT 100% ACCURATE" - Do not submit sound bugs except heavy regression.
    "THE VIDEO EMULATION IS NOT 100% ACCURATE" - Do not submit video bugs except heavy regression.
    "THIS GAME LACKS SOUND" - Do not submit sound bugs.

Should I just follow 00861? It is not a new bug but the scrolling has not been fixed properly so this report is valid according to the Rules and Guidelines which says "not to report a new bug".
Due to previous updates, the game works almost the same as it works on a real machine even with real game bugs so the guy updated it must have forgotten to remove the flag. If you guys don't remove the flag and no one reports this improperly fixed bug, it would be neglected forever.

This is fine. He is giving proof of actual behavior and we can accept it as a reference bug.
The flags are correct, though, and are there to persuade people from reporting 'the graphics are wrong' without giving what is needed, very specific and exact examples.
