There is no input label for 2P Start. This can be triggered by using the 1P Button 1, however.

The only problem here is labeling of the ports. The 1P Attack button and the 2P Start button have shared function. It makes since because since this is a pacman mod board, it used most of the pacman input definitions and control panel. In this case, the 2P Start will work in any screen orientation (Upright or Cocktail). When in a Upright, Both players started will share the upright control panel whereas the cocktail will use the 2P controls as the screen flips, as expected.
Resolving, but changing the bug description to fit the actual issue.
