I was successful with my PSX controller which uses a simple PSX/SB adapter.. reassigning the 'Save Snapshot' option as "Joy 1 Button 3" and it worked for me when I took a couple test snapshots.
Perhaps you are setting input to something that isn't digital like maybe some hat switch or other analog device on the xbox360 controller? I don't have any issues here.
To make sure I covered all the bases, I also assigned 'Take Rendered Snapshot' (those from HLSL) to "Joy 1 Button 2" and it also worked fine in the tests I ran.

I'll test this again on XP as well 7x64 at work.

On my PC I tested XBox360 pad and some generic one. I tested upper triggers (digital) and lower ones (analog) on Xbox360 pad. Generic one has only digital buttons.

Funny, I can't even make screen with any other button than F12. Changing to Z also does not work. MAME does not have any ini or cfg and I test this on my computer at work.

Here is my cfg file:

<?xml version="1.0"?>
<!-- This file is autogenerated; comments and unknown tags will be stripped -->
<mameconfig version="10">
    <system name="default">
        <input>
            <port type="RENDER_SNAP">
                <newseq type="standard">
                    KEYCODE_Z
                </newseq>
            </port>
        </input>
    </system>
</mameconfig>

Ok, solved - I configured Rendered snapshot instead of Save snapshot :D

Ok.. so user error? Fair enough.
