This bug is referencing vgmplay as the example because despite not having an official screen, the driver is considered working

TAB menu and normal Internal UI (Select New Machine) come up fine for me when starting this machine.
I'm not sure what is in error here.

The error is that there is no interface, I can't see the interface to press TAB for example. In my environment it only works in full screen.

It just happen with vgmplay.

I'll upload my mame ini soon as I get home.

The trigger is -nouse_bezels (use_bezels 0 in your mame.ini). Doing this with full screen will show a black screen, but the UI will show up
Adding -window and MAME will not create a window, apparently, because there is technically no screen present.

Well, it has no screens - the message telling you that is a piece of artwork. If you disable artwork, it won't be displayed. Similarly, systems without screens that use the artwork/output system to provide display will display nothing if you disable artwork (e.g. whousetc, 705p3prg, 705p5prg, 705r3prg, 705u3prg, aim64, any of the fruit machines with only reel/led/lamp/digit outputs, or any of the pinballs with only lamp/led/digit output).
