At the Blanka stage, some pixels of the big cloud on the background looks misplaced and repeated on some spots, there are also some vertical lines of white pixels and blue horizontal blocks.
I've tested with sf2, sf2ce, ssf2xj and hsf2.
SF2 is less perceptible, it get worse on latter versions.
|Steps To Reproduce||Play the game until blanka stage.|
Rom check is OK, it also pass the internal memory test by pressing F2, (TEST MENU item 4)

Video from an original SSf2 pcb, I think it's not a mame problem, what do you think?

|seems the real pcb is the same yes, you can see the 'corrupt' gfx just after 1 minute into the video|

I'm pretty sure I remember this behavior playing on real hardware. The Direct capture confirms the same thing.
