it's worth mentioning what is observed in the real hardware video in case it vanishes off youtube. (you wouldn't believe the number of bookmarked videos I have that are no longer there, and with Google forcing changes like requiring G+ accounts I can see a lot more people pulling their videos in the future)

Video is of Gallop. The 'Insert Coin' text goes BEHIND parts of the scenery, most notably the sides of tunnels. Video is 100% definitely real PCB, because the PCBs are shown at the start.

Original Arcade PCB (Japan version) complete gameplay here:

Mame emulation (World version) here:

Foreground object hiding "Go" message can be seen in 0:42 (PCB) and 3:05 (MAME), so this is not an issue.

"Mission Complete" priority bug: The bug here is that your character is placed in front of the "mission complete" message instead of being behind. I have found out that this only happens in the first level of the World/USA set of Undercover cops. The rest of the levels are ok (character behind the message) and the Japanese version of the game in MAME doesn't show this bug. The Mame emulation video I've shared is World set, so you can check the issue in 5:05

Considering it doesn't happen in the japanese version of the game in MAME, this could be an original pcb bug of World/US versions, considering they are incomplete versions of the game in comparison to the japanese version. US and World versions have less movements, changed weapons carried by the enemies, changed music....
The bad thing is that I haven't found any video of the USA or World version PCB to prove my theory !

BTW, the alpha renewal version doesn't have the bug (I've tested it in MAME). Alpha Renewal is a 1:1 port of the japanese version of the game with the texts in English. This also confirms my idea.
