The priority system of this one is complex like the Jaleco Mega System 1 HW. Candidates to work out are the mj15 prom,the priority number in the video registers and the color offset in tilemaps. And,it's not a "possible" bug,it's a sure bug. The most obvious priority artifact is on Mahjong Daireikai hi-score screen,correct.png is how it should look,wrong.png is the current implementation (and yes,it's regressed because of the dynamic tilemap paging hook-up)

Priority system fixed (thanks also to Uki and Yasu), but the related snaps on this bug report aren't, moved the snaps to bug report 3087.
