I remember quite some years ago, the entire game playing that slow.
While I can confirm the same behavior this game and driver are marked Graphics and Sound Imperfect.

|I'm not entirely convinced that this is acceptable as a bug either. The entire game runs really slow for me now on an i5-2520M. I'll leave it open for now, see if any devs have an opinion on it.|

on my pc with the spec said above,(I5 4460,3.20,ghz)game runs perfectly fine,beside those quicktime events i said earlier.

A video is not necessary as it's easy to see exactly what the issue is.
If there is an older version of MAME where the slowdown isn't present then this report is valid. However, I believe the reported behavior has always been this way.
