Summary	06219: Border style changed when switching from fullscreen to window mode in D3D
Description	When switching from fullscreen to window mode the default border style (e.g. Aero) of the window gets changed to the basic style (no Aero). Besides the title of the window is empty.
Steps To Reproduce	1. Start MAME with -nowindow -video d3d 2. Switch to window mode via Alt+Enter OR 1. Start MAME with -window -video d3d 2. Switch to fullscreen mode via Alt+Enter 3. Switch back to window mode via Alt+Enter Expected behavior: the border style of the window has the default style configured by the user (e.g. Aero). Occurred behavior: the border style of the window has changed to the basic style (no Aero). Besides the title of the window is empty.
Additional Information	This issue was partial "fixed" with #6209, but related commits (f911dfc and a6ccd3b) were reverted due to performance loss in fullscreen mode.
