Steps To Reproduce
Additional Information Round 19, like round 27, puts a layer over most of the sprites so you only get to see the whites of their eyes: it then cuts out a "torch beam" in front of you so you can see just about enough of where you are going. It seems pretty clear that this is just meant to make these two levels harder (27 has black top layer so it's "Pacman at night in the woods").
The round 19 layer on top starts when you reach a building and ends when you come out of it, which also suggests the effect is correct. - grav
