I'm pretty sure this is a BTANB based on what I'm reading in a forum where actual console games are discussed:

Mega Drive Bowlsey

Urban Strike is another one that does not work properly with the six-button controller. It's designed to, and even has the option to play the game with the six-button layout, but when you actually start the game it jumps through in-game cut scenes before you have a chance to read them. Like when you pick somebody up in your helicopter and they have important information for you pertaining to your current mission, and the game says INFORMATION UPDATE! CHECK STATUS!, you press the start button once to see what info your passenger has and it immediately skips the screen preventing you from reading the info! This makes completing the second level almost impossible with the six-button controller, because the guy you rescue from the main oil rig when you're on foot gives you the code to activate the air strike in a cut scene which is immediately skipped! You then have no idea which button to press on the code screen and you end up guessing randomly which usually leads to the place getting blown up with you still inside! Game over. I will try holding down the mode button on the controller when I power up my Mega Drive to see if that makes the game playable but, considering that the game's control system was designed with the six-button layout as a playable option, you really shouldn't have to touch the mode button at all. If that doesn't work I'll just do what I have been doing all this time, playing it with the standard 3-button controller which removes all problems.

Also, appears to have already been dismissed as an original game bug for another Megadrive/Genesis only emulator
