Summary	06134: all games with LED outputs: ledutil no longer works
Description	ledutil.exe seems to have stopped working with 0.170 release. It still works fine to control keyboard LEDs with older releases, up to 0.169.
Steps To Reproduce	run ledutil, then mame with a game that supports outputs like galaxian, centipede, insert coin, keyboard LED does not blink anymore.
