hack maybe?

I suspect these CPS bugs are going to be harder than normal, because there were a lot of hacked / converted boards in the wild, and given that the custom chips controlled things like the layer priority they could have subtle differences.

The ROMs contains Japan, USA and ETC versions of the disclaimer, but the program is hardcoded to display the ETC version.

wof is hardcoded to display the ETC disclaimer, which is correct.

wofj and wofa choose whether to display the Japan or ETC disclaimer depending on a variable, which is initialised on startup and determines whether the program should behave as a Japan or Asia version.

So wofu might be an hack of the ETC version, or an oversight on Capcom's part. It's impossible to tell at this point, the only way would be to verify whether the ROM chips were genuine Capcom parts or not.
