The first is graphical glitching for short periods of time at the sides of the screen. This is most likely a non-bug related to the resolution display issue documented in neogeo.c. The second is rapid blinking of the top part of the screen, most notably causing the small orange part near the top to be alternatively present and absent. I think we should add a rule that we won't accept NeoGeo graphical bug without confirmation with the real thing. I close this.
