Was checking other neogeo games, seems like the metal slug games also have this issues; garou, however, does not

What's your mame build ?
I've try Magdrop2, magdrop3 and mslug without this issues.

(maybe your neogeo.zip rom ?)

I tried magdrop2 till level 8 and also let the intro play through - I don't notice anything odd about the video display.

It might be your montior? Try playing in -window mode to see if it still happens.

Maybe because I recently updated DirectX? Gives me a Direct3D error when trying to play in window mode.

Actually window mode works, but just like full-screen it still twitches; if paused, the effect is more visible.

Not sure. I just noticed you are posting at the MAME Plus forum about this issue - so I'm assuming you are using that build? MAME Plus is not an accepted build for bug reporting. It deviates too far from the the base code and has other additions that can cause bugs where there would not be otherwise.

I'm closing this as unable to reproduce. Please pursue this further at the forum.
