 That looks like a mess. Links fine here with 32-bit Windows GCC 0.138u2 sources.

 I am using the 32-bit toolchain on XP x64 using

make SYMBOLS=1 MAP=1 DEBUG=1 tools

I built MAME successfully before that.

 I can confirm on my box with attempts as you detail above. Confirmed and labeled as debug specific.
