Description	Analog controls are broken on keyboard when joystick is enabled. This looks to be a problem in MAME's core input system. The cause is in r14300, the external submit needs a good code review before 0.144 is out.
Steps To Reproduce	- set joystick to 1 in mame.ini and plug in a joypad/stick with analog feature - play a racing game like outrun - try to hold down the gas pedal with keyboard (by default: CTRL) - car won't drive
