Summary 04695: Bug with the 'Slider Controls' menu
Description when you bring up the mame 'Config Menu' (default key: TAB) and choose the 'Slider Controls' option; then once inside there, you are able to use the up/down arrow keys on your keyboard to move up and down the list of options (eg. 'Master Volume', 'Screen Brightness', etc) and the left/right arrow keys to make changes to each option.

however, if you bring up the 'Slider Controls' menu (also called 'On Screen Display') using the keyboard shortcut instead (default key: TILDE), the left/right arrow keys function, but the up/down keys do not, so you cannot change anything other than the 'Master Volume' option (as it is the default option/first in the list).
Steps To Reproduce 1. run any game using mame
2. using your keyboard, press the TILDE key to bring up the 'Slider Controls' menu (also known as 'On Screen Display')
3. try to move through the menu items by pressing the up/down arrow keys...
Additional Information i have not pinpointed exactly which version of mame this bug first occurred, but i can confirm that this bug is not present in mame 0.124 (or earlier i expect).

"Master Volume" is all that comes up by default with the '/~ key now and it has been that way since MAME 0.127 when all `/~ accessed slider controls were moved to be used exclusively from the newly created TAB/Slider Control submenu. In MAME 0.128u5, the Master Volume had returned ONLY. You can add more sliders options if you use HLSL, as they are coded to be available in that manner and in TAB/Slider Controls.

Anyway, this is not considered a bug but a change in function as all Slider-type controls should be accessible from TAB/Slider Control.
