Summary	04966: Cannot Fast-Forward a screenless system when showing "skip 0"
Description	Holding Insert to Fast Forward using a screenless system does not work if your display is set to SKIP 0 (default setting). Anything else will allow normal Fast Forwarding of emulation to occur.
