 Yeah, setting either and/or both of them for me in the sets I tested resulted in no Free Play. Confirming.

 Well, I've found the trick
In fact, all the psikyo.c games allow free play except 1945 Strikers

dipswitches must be
Coinage A&B/A [Free Play]
Coin A 1 Coin/6 Credits [Free Play]
Coin B 1 Coin/6 Credits [Free Play]
2C Start/1C Continue On [Free Play]

Maybe s1945 should be investigated

 Ok, not a bug then, just an awkward method to set them on freeplay.
