|Description||Has been happening since at least 141, maybe always. May effect more games in driver, did not test. Can only continue if have credits before game over. When insert credit on continue screen, always start at stage 1 again. When have credits before game over, can continue where left off.|

Tested on both mame 0.148 (reported version), mame 0.58 (almost first version supporting the game) and mame 0.204 (current) and the behaviour is the same.
The reported bug doesn't exist. The game lets you continue whether there are previously inserted credits or not. The only problem is that there's no 10 seconds countdown as usual in most arcades. You only see "continue" message above your character and it only lasts 2-3 seconds. If you insert coin and press start fastly you can continue.
The game is oriented for multiplayer (2-4 players). After winning against other player, you play against the CPU at the same stage you were multiplaying. This gives enough time for the other player/s to continue.
