Summary	06212: ALT + Enter does not ignore the default action of the Enter key
Description	If you're in the menu of MAME (e.g. the list of drivers) the Enter key executes the action of the selected menu item (e.g. loading the driver). ALT + Enter to toggles between window mode and fullscreen should have a higher priority than Enter alone, but the Enter action is executed. ALT + Enter works only if there is no menu.
Steps To Reproduce	1. Run MAME (window mode or fullscreen does not matter) 2. Wait till the driver list is visible 3. Press ALT + Enter The expected behavior is to toggle between window mode and fullscreen. The occurred behavior is the selected driver is loaded.
