Summary 06784: bagman, sbagman: bagman dying sound plays repetitively when game starts
Description load game (bagman or sbagman)
add coins
start game
move to ladder and press up to climb it
bagman dying sound plays repetitively
it will stop after about 4-5 seconds and sound returns to normal

this happens more consistently sbagman than bagman, though both exhibit this behavior

Regression appears to start on July 25, 2017 - shortly after 0.188 was released.

The schematic doesn't make sense, but I've taken a closer look at the screwy abstraction that is tmsprom_device and found a way to work around this issue.
