Summary 06999: d3d render does not handle screen orientation and resolution changes at the same time correctly
Description If you dare change both under -video d3d, the d3d handler fails to recreate a new device, spits "Unable to reset, result 8876086C" and indefinitely does this while all emulation stops and the screen blinks repeatedly.
Steps To Reproduce If you are on an Intel Graphics HD based computer with it's respective drivers, the reproduction steps are simple. There are by default, hotkeys that change screen orientation on CTRL+ALT with the combination of an arrow key. Start with "mame64 c64p" as an example, then press CTRL+ALT+Left if you are on the standard orientation.

Under -video bgfx, this does nothing wrong and you can still use the machine. Under -video d3d, the screen immediately refreshes in a loop and all audio updates come to a halt.

This is a known issue and affects (as you have seen) many transitioning screens or shortcuts to such.
