|Summary||07205: svcpcb: Cracking/distortion/buzzing sound|
When you start the game, from the beginning at the opening screen you will hear distortion music, at the select screen the same.
Playing through stages you will hear in the background only a cracking/buzzing sound.

I've updated my post.
By the way, looking through the whatsnew_0202.txt file I saw this comment at the source changes:
-neogeo.cpp, neopcb.cpp: Eliminated register_postload, and eliminated some MCFG macro usage. [cam900]
Maybe there is the issue.
