Summary	07320: Rarely occurring fatal error on startup
Description	Assertion failed: (m_ui != nullptr), function ui, file ../../../../../src/emu/machine.h, line 183. Abort trap: 6
Steps To Reproduce	May occur when starting MAME with any set.
Additional Information	This bug has been occurring for some time, but it is extremely rare and does not reproduce readily. It does not appear to be related to any specific driver.
