Summary	07445: sgt24h, overrev: Gas and brake pedals have wrong active behaviour
Description	Gas and brake pedals have wrong activeness, they are both active when depressed and disabled when fully pressed. i.e. to start a race you have to hold brake pedal.
Steps To Reproduce	Just start the race, and if you will press the virtual "gas" pedal, your car will barely crawl, but if you press the "brake" pedal, your car will begin to gain the speed.
