Summary 08115: Emulation won't start when Tab menu is opened at warning screen
Description When the initial warning screen is skipped with the Tab key, the selected system/game won't start until the user closes the UI menu.
Steps To Reproduce -Load any game/system which will show a ROM/CHDs warning message (e.g., pacman)
-Press Tab to skip the warning, the menu will appear on screen without the game running
-Press Tab again to close the menu and the game will start

I believe this is intended. There is a "Start Machine" option at the bottom of menu and it allows last moment adjustments as needed (mount media, controller/slot devices, etc).

Yes it's a feature, not a bug. IMO it's not intuitive though.

eg. on a 2-part popup intro(warning+gameinfo), pressing Tab once does not work, the first Tab skips the warnings popup.
It would make more sense if it opens the Tab menu rightaway, and when you close it, go back to the same popup instead of starting the game.
Name the return option "Return to Machine" like usual, now it looks like it's a different menu. And re-add "Select New Machine", but grey it out.
