Summary	09189: topic duplicated created because error uploading an file type not allowed
Description	If someone makes a topic and tries to upload a file type that is not allowed a message appears about this, but the topic is wrongly created even if the current topic has not been finalized. Thus was created an copy of topic 09190 =( Here before was a copy of the topic 09190 and I has deleted the content.
