Summary	09254: luna: Regression, no longer gets into the monitor program.
Description	This system used to be able to get into an inbuilt monitor program, but now it hangs up before it can get there.
Steps To Reproduce	>mame luna It says "Diagnostic Start...." for a long while (this system is incredibly slow-running). If it's the first time being run, it will say "Do you want to set default parameter. (Y/N) :" Press Y. Then it says "nvram initialize..." and "set parameter.", and gets stuck there. Previously, once Y was pressed, the monitor program started up.
Additional Information	If you cancel out then try to run it again, it sits at "Diagnostic Start...." forever.
