Summary 09408: pinkswts: Audio white noise static glitch
Description When certain voice clips play, a burst of white static noise occurs.

Video footage, glitch repeated through save state on Stage 1 boss defeated:

PCB footage of the boss being defeated without the static occurring, nor in any spot of the whole gameplay:
Steps To Reproduce Defeat the stage 1 boss.
This audio static does occur in other parts of gameplay while voice clips are occurring, though it is harder to pinpoint.

An easy way to hear it without having to play, is by letting it run the 1st attract demo sequence. A couple of seconds after both characters die/reappear, one of them says "yah" with the glitch.

It writes to the volume/panning/phrase registers, then keyon (next phrase is pending).
After keyon write, the current block is finished, so it makes no sense for the params to be applied to that block. They should only be applied after the next block starts, when the actual phrase starts.
