Likely to be caused by an incorrect i8751 simulation.

According to mameinfo, "0.197: Decapped and dumped F-1 Dream I8751 MCU [caius, Caps0ff]"
I've played the whole game and seen nothing strange with the point countering.
It guess this one is also fixed.

it isn't fixed

it's a bit of a mystery, but the game still counts wrong and even crashes during the ending even with the MCU hooked up, there's probably something wrong with the MCU hookup, some subtle extra protection, maybe related to why Bionic Commando still needs hacks.

There are youtube videos from real PCBs of it working properly in the same situations that crash / glitch MAME.

This game cannot count more than 36 points.
I think the point counting system was misunderstood or didn't work correctly in very old mame versions.

Here's a gameplay from the original hardware (pcb) and it behaves exactly as MAME

0:08 - F3000 beginner, course select. This first championship consists on 2 courses. Each course has only 2 laps. By the way, all courses start with a time trial which doesn't score.
02:33 - After finishing the first course in first place, 9 points
05:18 - After finishing the second course in second place, 6 points. 9 + 6 = 15
05:27 - F1 Advanced !! The F1 championship consists on 4 courses. You can select the first one. Each course has 3 laps. From here on, the score resets to 0, so those previous 15 points from the previous f1 beginner tournament are not counted.

08:17 - After finishing the first course in third place, 4 points
11:20 - After finishing the second course in first place, 9 points. 9 + 4 = 13
13:30 - After finishing the third course in first place, 9 points. 9 + 4 + 9 = 22
16:20 - After finishing the fourth course in first place, 9 points. 9 + 4 + 9 + 9 = 31

16:40 - After finishing the game on top 3, the game lets you play again in f1 championship. So, choosing course again. The previous score is reseted again to zero.
19:10 - After finishing the first course in first place, 9 points
21:58 - After finishing the second course in first place, 9 points. 9 + 9 = 18
23:55 - After finishing the third course in first place, 9 points. 9 + 9 + 9 = 27
26:33 - After finishing the fourth course in first place, 9 points. 9 + 9 + 9 + 9 = 36
26:50 - The player finished the game this time in the first place, so the game shows its winning scene, then gives GAME OVER.

I have seen tons of mame gameplays and I haven't seen any mistake in the point countering.
Here's an example:

Another MAME full gameplay here. Everything's correct:

The broken ending bug, showing a black screen, is also present in the original pcb as stated by Janet here:

As I showed in my previous message, the counting system is OK and the bugged ending is also present in the original hardware. This report could be closed IMO

Maybe we should let Kale take the decision of closing it
