Summary 01630: fstarfrc, ginkun, riot: broken colors on sprites

Related to 01627 - Appears to be a regression of a fixed bug late in the last cycle (01087)

Looks like it wasn't fully fixed or it regressed. I added a Riot shot from .131 and comparison pcb shot.

I've checked this report, and have the following information:

riot - Problem still exists as reported 0.145u4

ginkun - Watched the attract, played the game for a bit, did not see any problems. Not confident enough, however, to deem this resolved.

fstarfrc - This game still exhibits the problem, but has significantly improved. I've attached a screenshot of the state of the report as of 0.145u4.

riot seems fixed in latest SVN, surely thanks to Haze's work on the TECMO video chips. I'm not able to locate the correct SVN revision....
