I tried tekken3 set on my computer, using MAMEDEV Official build on site.
I let the demo play all the way through.. got to title screen.. even let a demo match play. I credited up, selected a character and was able to fight with no problems.

I don't see a blue screen or anything resembling such on Tekken 3.

If you have an NVRAM for the game, please delete it and try again. Ensure you are using the official binary on the MAMEDEV.org site and please be sure to note if this is indeed a 32-bit or 64-bit build.

On tektagt, however, I did eventually get a blue screen. But, please remember, this game is already known not to work correctly - there should be a RED disclaimer screen mentioning this which you have to type "OK" to. Per MAMETesters Rules and Guidelines - since this game is flagged, no reports are accepted for it.

Leaving acknowledged to allow other tester input.

blue screen not confirmed (SDLMAME 0.125)

I played tekken3 for 3 rounds and no problem occurred. maybe it's a cfg/nvram problem or the OP is referring to one of the clones (iirc there is already a bug entry for those)

in any case, the "steps to reproduce" in the report aren't correct

I'm closing this issue out. I have seen no indication that there is a problem with tekken3 main set that is reported and as mentioned before - tektagt is already known to be not working and flagged as such.
