Summary	01980: Enable Cheats menu only showing the first 24 cheats for ANY game
Description	In the enable cheats menus it only shows the first 24 cheat entries for ANY game, yet in the Add/Edit a Cheat menu it shows all the cheats it's loaded. This is related to 01971 in which the enable cheats menu starts to flicker if there are too many cheats. In 0.125u8 it was the same issue but with no flicker.
Steps To Reproduce	mame bublbobl Compare the amount of cheats in the Enable menu to the number of cheats in the Edit menu.
