Ok so she's wearing black clothing underneath her jacket and has wrinkles in it?
What is the bug here?

I don't think anything's wrong with the tile gfx itself. If the game picture is too light overall, you can decrease the gamma and play with other video sliders to make it look more like an arcade screen of 30yrs ago.

I'm willing to bet this happened on original hardware too.
Example: https://mametesters.org/view.php?id=2062
Along with hcastle and other examples listed in that bug's notes, we have many instances where such black/gray background blocks we've come across all appear to happen on arcade PCB as well and adjusting monitor will 'fix' it.

I'm not able to completely dismiss this, but we'll need someone with an actual PCB and the skill to make it to the end of the game to verify this. Recordings are hard to gauge for brightness levels and may indeed 'hide' the problem - it is hard to say for sure.

I'm going to resolve this as a BTANB. If it ever comes to pass that it can be proved not to happen in arcade PCB after monitor adjustments, we'll reopen
