Summary 07417: thunt and clones, saturnjp sandr: Performance hit in one specific fade out
Description There's this level in Puzzle & Action: Treasure Hunt where you drive a car through an interconnected set of roads and everything runs fine until you lose and the following fade out takes a huge hit on the performance.

Despite this slowdown and a few very small graphic bugs, the whole game is now fully playable at a surprisingly great and steady speed (same game kept stuttering and randomly hanging not so many versions ago, in my laptop).
Steps To Reproduce Just load the provided savestate where I got a Time Over and the fade out will happen in a few seconds.
Or
If you want to reproduce the issue by yourself, without using the savestate, you have to:
 - Choose the car game (car icon on it)
 - Lose one life

Alternatively:
- saturnjp sandr
- select option 3 in main menu ("free play")
- select car game (cfr. saturnjp_sandr_stage_select.png), then lose a life intentionally by turning once and make the car to bounce left and right.
Additional Information Also, the Japanese version is mistransliterated as "Sando-R" instead of the correct "Sand-R", which also affects the set's file name "sandor.zip", but I'm not sure if that kind of stuff is handled over here through reports or directly as pull requests. (do another bug report instead of polluting to an unrelated piece of info -Kale)

There has been multiple reports of stv/saturn related slowdown issues. Although my favorite is 05188, I have a feeling it's related to 07203 since this type of (extreme) slowdown happens during a fade transition.

I've found out this bug has major consequences later during gameplay. After ocurring there's a probability (50%) that the game will crash in the following minutes. The situations in which the game crashes are:
 - When facing a new enemy (see attach). I've even have a MAME crash here with the emulator closing the game. It is more common just a screen hang.
 - After finishing any minigame. Hanged on black screen transition
 - Inside the Bruce Lee Towel minigame. Sometimes it shows a graphical bug (see attach), sometimes doesn't. Inputs will stop working while playing this game. Then after being unable to continue, the game will hang on black screen transition.

If you never play the car minigame you can finish the whole game with no problems.

Tested on mame 0.198, 0.194, 0.180, 0.150.... Same behaviour
0.130, there's also slowdown, but not as intense. I guess because the driver was not so cpu demanding back then
This has no regression version. It's always been there.

0000.png and 0001.png smells different bug reports, unrelated to this so I'm gonna ignore them both.
Save state useless at this point.
Actual bug report applies to the saturnjp version as well, which I'm gonna update the steps to reproduce.

For the title issue, I'm going to fix this in a future PR of mine, in the style of hap's cleanup commits.
